When the whole CEF / DIL fiasco became public back in Jan 2015, it was only a matter of time before the various government regulators weighed in on the matter. The first to publicly show their hand was the ASC – they investigated, documented what they found, determined their case, published their list of allegations, and on June 27, 2018 held a hearing to determine when to hear the case and come to a verdict.
Arguments were made – the ASC wanted to start in February 2019 and schedule three weeks for their testimony while the defence wanted to put things off for a long time and call everyone but the butler to testify over a period of months. The hearing panel decided to split the difference and hold the hearing from May 13, 2019 to June 28, 2019.
Before the May, 2019 date a number of closed hearing management meetings were scheduled for each month to provide an opportunity to discuss issues pertaining to the case. After the Oct 10, 2018 meeting the ASC “Proceedings and Orders” page for this matter was updated with the following:
